MassDOT's Registry of Motor Vehicles Division has launched a new interactive web experience for customers. First-time drivers and new residents who want to convert their out-of-state license can now pre-stage their permit or new license application online at www.mass.gov/rmv. The program is expected to speed up the time it takes to process new license transactions and eliminate repeat visits to branches.
MassDOT Secretary and CEO Jeff Mullan calls it a perfect example of MassDOT's focus on reform and "an important milestone using new technology to deliver more efficient government service."
The program takes the applicant through the new license process then prints a completed application that’s tailored by their responses to a series of questions. The applicant also receives a check list of necessary documents to bring to a branch.Registrar Rachel Kaprielian says "this online tool will make the process easier and less time-consuming and better prepare applicants to get a permit or new license and that will benefit all our customers."
In the future, the RMV plans to make branch appointments available to customers who pre-stage their license applications and eventually allow customers to pre-stage almost all other license transactions from license renewals to ordering a duplicate license.



I keep trying to apply for a road test appointment and all I keep getting is the session has timed out message, please try again. Isn't there a way to fix or bypass this? I've already tried a numerous amount of times and this is really frustrating!

You may wish to try another web browser. There are numerous customers booking online currently with no reports of problems accessing.

I am gifting a car to my daughter who lives in massachusetts. Does she have to pay sales tax when she registers the car in massachusetts? Also what forms does she need.

She can fill out a MVU-26 form from DOR, which is an Affidavit in Support of a Claim for Exemption from Sales or Use Tax for a Motor Vehicle Transferred within a Family. She will also need to contact a MA insurance agent for a stamped RMV-1, showing proof of insurance. She should bring the MVU -26, stamped RMV-1 and previous owner’s Certificate of Title to a full service RMV branch. The MVU-26 can be found here:

If there are no handicap places can I park in regular merter spots and use the handicap sticker?

The RMV has information on its website that includes “Frequently Asked Questions” about parking that can be found at: http://www.mass.gov/rmv/medical/parkingFAQ4cus.htm
State law M.G.L. c. 90, s. 22A states that a fee isn’t to be collected at meters from individuals with disabled parking plates or placards. However, as the RMV notes on its website, there may be other local parking restrictions that still apply, such as prohibitions on parking during winter emergencies.

How do I replace a lost Title?? PJD

Complete a Duplicate Title Application.
This form is available at any full service RMV office or from a licensed Massachusetts insurance agency. You may also download this Duplicate Title form from the Forms and Files section on our website. Or call the Telephone Center and access the forms menu to have a form sent to you.
Check the appropriate boxes and fill in all the required information. All owners must sign the application.
If there was a lien on the vehicle and the loan has been satisfied, a Lien Release, on original letterhead, from the lienholder must be submitted. Faxes and photocopies are not acceptable.
Mail the completed Duplicate Title Application, a $25.00 check, payable to MassDOT, and the Lien Release (if applicable), to:

The Session has timed out. Please try again. this is what I keep getting when Im trying to get a duplicate license it keeps happening

The RMV experienced a minor interruption this morning with license related transactions on the website. The problem was identified and was resolved with minimal interruption to service; however, we do apologize for the inconvenience experienced by any of our customers. I live in Florida and I have a Florida Handicap tag. I will be vacationing in MA for 2 weeks. I will rent a car. Can I use my Florida Handicap tag legally in MA?

i went to get a sticker today , and they said i have a problem with my reg. the attendant asked me if i had outstanding warrents against me i said no so what is wrong john a bozza wareham ma.

MY DAUGHTER MOVED FROM MA TO KANSAS LAST FALL.SHE HAS MOVED BACK.SHE HAS A KANSAS PLATE AND LICENSE.WHAT DOES SHE NEED TO DO.

RMV Responds: Nancy, she can convert her Kansas license by first going to www.mass.gov/rmv and filling out an application for a MA license. Bring the printed application and check list of documents she will need to any full service branch to complete the transaction. She will have to make sure her vehicle has MA insurance coverage. The insurance agent can fill out the registration application and register the vehicle for her if they are a member of our EVR system. Best of luck on her move back to Mass.

My inspection sticker was rejected due to window tints are too dark. We had them installed on both autos when we purchased them to the limit of the law. My husband has MS and cannot stand the sun on him. Do we have to remove the tints or can we get a waiver based on my husband's medical condition ?

Or you may contest the inspection rejection by submitting a rejection form available on our website, www.mass.gov/massdot/rmv or by calling 617-351-9345. Please note that if the rejection status is upheld you would have to pay an additional inspection fee of $29.
